GRA is starting GH¢1 fuel levy implementation on Monday June 16

Get ready, Ghana! The Ghana Revenue Authority (GRA) has announced the implementation of the GH¢1 fuel levy, originally set to kick off on June 9, has been postponed to Monday, June 16. This decision was made after a productive stakeholder engagement with the Chamber of Oil Marketing Companies (COMAC), who requested more time to prepare for the levy.
The Energy Sector Levies (Amendment) Act, 2025, will add an extra GH¢1 per litre to petroleum products in an effort to address the mounting debts in Ghana’s energy sector. This move aims to raise additional funds to help defray the $3.7 billion energy sector debts and ensure a stable power supply across the country.
In response to the revised implementation date, COMAC released a statement expressing their satisfaction with the collaborative efforts of the Ministry of Energy and Green Transition, the Ministry of Finance, the National Petroleum Authority, and the GRA. Dr Riverson Oppong, Coordinator of COMAC, emphasized the importance of the revised effective date of June 16 to align with stakeholders’ readiness.
Parliament recently passed the Energy Sector Levies (Amendment) Bill, which proposed an upward adjustment in the Energy Sector Shortfall and Debt Repayment Levy to raise an average of GH¢5 billion annually. This additional revenue will support the repayment of energy sector arrears and reduce legacy debt.
